Urban road traffic signal control system is the core of modern urban traffic management system, also is the important component part of the intelligent transport system. At present the world's more advanced traffic signal control system basically consists of three main components: a central control part (PC), communications, as well as part of the intersection signal control (crew). This paper introduces the intersection signal controller (crew) in the design and realization that the existing Urban Traffic Signal Control System (Actra) on the basis of the analysis of urban transportation needs and the actual business processes and, in conjunction with traffic control algorithm thinking, and a design-oriented city traffic signal controller systems.HSC-100 urban road traffic signal controller, is at the bottom of a city traffic control system—Actra, to control traffic signals of road intersections, in real time traffic information collected or failure information, transferring back to the control centre. Therefore, the control signal not only to meet Actra-system communication protocol and interface standards, but also a self-adaptive control, a variety of flexible control strategies can greatly enhance the response of the whole control system speed and stability.Analysis the functions and non-functional requirements of the signal controller, the signal controller is designed as a combination of the architecture design level and modulars. Left the level of hardware and software, because the hardware will be based on different needs of different customers, minimizing hardware executable functions, the main function of the realization on the part of the software. The modular software can be realized again for the function units, in the operation of the system, in the form of a mandate at the same time, step-by-step implementation. This design not only achieve the purpose of the real-time, taking into account the "high-low coupling," the software design goals. In sum, this combination of the different needs of customers, as well as traffic control theory algorithm continues to be optimized, reasonably designed and implemented for the domestic major cities in the traffic signal control aircraft, and ultimately successful integration Actra system to meet the current domestic traffic demand.
