The technology of video monitoring has being devloped quickly due to the significant growth happened in Computer Science, Telecommunication, Graphic Technology, Automatic Technology. Video monitoring system has evoluted into digital based system from analogic based system. Video monitoring system is widely used in many domains, e.g traffic monitoring, building monitoring, forest monitoring. The video stream captured by video monitoring system need to be transported from capture point to monitoring center, stored into storing media. How to stored and transport great amount of video stream effectively? The video stream should be compressed, the algorithm of video encode need improvement for video monitoring system. Based on the research in video encode and MPEG-4 standard, video compress module, which is the critical model in video monitoring system, is optimized to increase the efficiency of video encode in video monitoring system.This paper makes a deep research into the crucial technology of video encode:motion estimation and Sprite Object, a new concept articled in MPEG-4 standard. Based on the feature and scene analysis on the monitoring object in video monitoring system, author raises some improment on nowadays video encode algorithm:division of capture area, one-pixel motion estimation and area merge, optimized the critical part of video encoder: DCT transform, motion estimation. At the end of this paper, author introduces the implement of video encode algorithm based on a open source MPEG-4 implement-XviD.
