With the successive development of global information society, it is necessary that education use more information technology. The network multimedia teaching is gradually becoming the mainstream of education form that develops the teaching space and time latitude .The network multimedia teaching provides learner with rich resources of high quality, it will certainly have the positive influence on improving the teaching quality, transforming the teaching methods and promoting social education.FMS as a stream media server put traditional stream media function and flexible development environment together, for education created and provided creative, interactive medium application. The network study which base on the FMS has a few characteristics as follows: student-centered activities, facilitation and modeling, problem-based learning, providing timely and meaningful feedback, ensuring students interact with each other.This thesis aims at currently the practicality instance of web-based teaching, lead the FMS technology into Web-based Teaching, analyze more domestic and international the FMS applied instance, take related study theories as instruction, take the .NET and the FLASH technology as to prop up, did to design completely to system function, system structure, system data saving, and the point expatiate to carry out a method of on-line to record,the flow video play,video message board,video chat room. Provided a visual and intuitionistic flat of video course for the student, the teaching resources can be infinite to expand, the teaching category is free from academics restriction. The teachers and the students communicate through video message board and video chat room,completely meet a demand of communion in network course through synchronous and asynchronous.
