Based on the theory ontology, this paper combined topic-focused search engine and semantic web technology organically. It constructed the prototype of topic-focused search engine based on semantic web technology, and designed an e-government ontology. It finally implemented the prototype's retrieval subsystem, and made an experiment using the tourism government web pages, which proved the superiority of the retrieval subsystem of the prototype. This paper focused on the following issues:(1) Integrated ontology, resource description framework and reasoning mechanism into the search engine, and designed the structure and processes of the topic-focused search engine prototype based on semantic web technology.(2) Designed the topic-focused web crawler, and gave the strategy for how to choose the seed websites and how to crawl. Improved the traditional calculation method of processing page features and similarity calculation which is used in processing crawler's results.(3) Based on the traditional keyword retrieval model, this paper proposed keyword-page relationship retrieval model.(4) Designed the semantic information processor based on ontology, resource description framework and reasoning mechanism, to mine the potential relationship between web pages.(5) Combined the characteristics of e-government, this paper proposed a method based on "comprehensive e-government thesaurus" to build the e-government ontology, and created a tourism e-government ontology.(6) Implemented the retrieval subsystem of the prototype, and made a retrieval experiment compared to the traditional retrieval system using the tourismgovernment web pages as data sources.
