The data mining as one kind of new policy-making support technology comes from the artificial intelligence.It is a front topic of information science, also question which gathers many research area theories and the practice. Comparing with other domains' technologies, the data mining provides one kind of effective mechanism to discovery the latent relations. In international, data mining mainly applies to the analysis of customer relations management system and the biology and so on .In our country the application of data mining technology has made encouraging progress,for example the Baogang Steel Corporation use the quality analysis and data mining technology to realize quality diagnosis.It has entered new stage of the application of commercial intelligence technologythe.This thesis starts from the whole architecture of the system, gives the system's subject analysis, completes the model building of the DW based on subject analysis,and introduces well rounded DM(Data Mining)algorithm for the decision-making assistant information's mining.One of the important research work in this paper is discussing the application that the decision tree is used in the telecommunication marketing field. It is building customer losing model using Data Mining method and decision tree arithmetic that mainly according to the character and the consuming behavior of the customer losing or not in the telecommunication enterprise. Marketing policies are also established according to customer losing model. This article has also studied the network resources use factor question using the association rule, discovers the existing network resources use factor excessively low reason, and gives the improvement comment.
