Blocking flow theory is a branch of the network flow planning theory which is uncertainty and random many-valued. It is a pioneer area of blocking flow theory. But it did not allow for the blocking of network in the preceding study of the way-network capacity and the time flow.The first part of this article studies the way-network capacity combining the blocking flow theory of network system and introduces the important network performance indicator of the minimum time flow .Then, it renews the definition of the way-network capacity using the entropy method of the information and the emergence probability of the blocking flow values in the way-network random flow simulation. This article gets a result agreed to the reality condition with the new definition and the dynamic method of expansion and redevelopment of the way-network.In the transportation network, the demand of time is very strict. So we will study how the policy makers make the minimum time flow decisions in the last part of the article. This article builds a planning model, gives the computational method, discusses the complexity of the computational method and verifies it with an instance. Then, it makes a deep study of the time flow. It introduces the blocking factor, constructs dynamic time function, builds a minimum time model, gives the computational method of the model and verifies it with an instance.In addition, to solving the problem of time flow, the policy makers will notice the uncertainty step by step because of the restriction of the subjective and objective conditions.One condition considers the uncertainty of the standard of service in the way system and the fuzzy influence of it to the transportation time. This article gives the minimum time flow with the fuzzy restriction. It builds a mathematical model and gives the computational method and an instance. Another condition is, when the capacity is an interval variable, studies the time flow optimization in the interval arc and gives the definition of the Conservative and optimistic time flow. Then, it researches the computational method of the risk, gives the definition of the minimum risk time flow and the mathematical model and designs a special computational method steps. Finally, this article also gives computational instance and verifies the validity of the method.This article researches the way-network capacity and the minimum time flow at the aspect of the blocking flow .I hope that this research can be used to solve some real problems and gives some beneficial attempt to the theory research and empirical work.
