With the wireless communication developing at top speed, and the increasing of various services, all of the internet services would be applied in the mobile field. But, according the comsumer need, or the factor that the terminal ability support or not , not all of the mobile device can demonstrate the same information content. With the types of the mobile device becoming more and more, the request of individuation services is high, the individuation information service becomes a important direction that the network information service develops in the future.Mobile terminal is one kind of complicate system adopting the advanced communication protocol stock. It needs to communicate with all kinds of network equipments, supporting for advanced multi-meida application. And, these function should be realize under a embedded system that resource is limited.The JAVA technology has provided the ability over platforms , and has supported various component equipment. J2ME and MIDP(Mobile Information Device Profile) can run the same application on the system that supported the J2ME.The JAVA technology has established a new brand development platform for the wireless device , this platform can span over various equipment and system platforms. JAVA's characteristic of spaning over flatforms leads the J2ME application having lots of advantage like easy transplanting over various platforms, let the mobile device play with maximal latent energy. JAVA mobile telephone is a good resolution for future of the mobile communication development.This essay first analyses the important role of J2ME in the development of mobile terminal, the advantage of choosing J2ME as the development platform of mobile application. Developed a multi-media telephone reader application on the J2ME platform, and carried out relevance theory and the technology analysis. After that, carried out systematic analysis on the CC/PP frame broght by W3C . Base the application, according the theory of CC/PP, carried out the improvement analysis and design, in order to achieve the effect of individuation service.
