It's an irreversible course for telecommunication network to move forward the next generation network (NGN). This trend is in the gift of the requirement of telecom developing environment, developing law of network technology and service developing drive. The next generation network will be a multi-network combined with the current basic telecommunication facility and plenty of Internet applications. In Internet area, semantic web become a hot spot with big potentiality. Semantic web supports service's automatically accurate discovery, dynamic composition and execution monitor. It is suitable for the central service mode among service requester, service registry and service provider, could also benefit P2P, self-organization mode, and allow agents to publish, discovery and associate service directly. The emergency of this new technology provides a new way of thinking for service intelligence in telecommunication area.This paper focuses on the problems in Telecom area, such as lack of semantic support and vague in the definition and content of resource. We do in-depth study on how to use ontology knowledge database in the service process. First of all, this thesis gives an overview of semantic web and ontology theory. Beside the basic introduction to the history, concept and application of them, this thesis especially describes the most important three layers in the semantic web: XML, RDF, and OWL. Then, the thesis illustrates the common ontology modeling methods, modeling tools. Combined with the features in telecom area, we put forward a feasible solution of ontology modeling in telecom area. Based on the above technologies and research results, this thesis also proposes a design way and architecture of service platform which supports intelligent inference, and gives the detail of a service example running on this platform. Finally, this thesis discusses the advantages and disadvantages of this platform based on the test results.
