The Origin And Government Of China's Copyright Trade Deficit

Along with the globalization of economical development and the arrival of the knowledge economic times, the copyright trade has become the main terrain features of the development of the world trade and the publication industries. A large number of countries have even suspended it to the attitude of the development of the national strategies. After more than 10 years'developing, China's copyright trade has been obtaining considerable development, the number of the copyright import and export has gotten large scale promotions, the inter- country's cooperation and exchange increased day by day, gradually became the important constituent of the world copyright trade market. But China's copyright trade itself is also facing many stern questions, especially the continues of the copyright trade deficits, it means that Chinese culture may be falling into enemy hands in the international cultural domain. If so, it would seriously restrict China's economy's continued development and society's coordinated development. Encouragingly, these conditions have already caused universal attention from the government, the educational world and the field. In recent years, our government appeared the strategy which is named "To Go Out". It indicates the directions for copyright trade which is aimed at the foreign countries to go abroad.Based on the fact that the deficit realistic questions of China's copyright trade and the aspects of fundamental researches are insufficient, this article has used the quota, qualitative and the comparative analysis methods to carry on the inspections to the deficit present situations of China's copyright trade from the data, the structure and affects. The inspection conclusion indicated that, China's copyright trade deficit phenomenon is, has the historical inevitability which decided by China's present comprehensive national strength. It is the direct performance that international competition strength for China's copyright industries is not strong. In view of this, the author has utilized Baud's "The Diamond Theory" to carry on the origin analysis to the copyright trade deficit from the elements of productions, the correlation industries and the organizations, the demands, the scale structures of the copyright management units, the competition ways and the government behaviors and the industry manages. He thought it will not be able to reverse the situations of the copyright trade deficit until it fundamentally enhances the international competition strength of China's copyright trade. In the foundation of the comprehensive analysis origin, the author proposed to establish a complete system which takes in the national macroscopic stratification plane, the profession the view stratification plane and the copyright operator microscopic stratification plane as the main body for the government, takes the national management, profession service and copyright management for the publishing house as the government's direction. Finally it proposed the effective way of the government which is based on the comprehensive analysis to construct a complete government system.
