Serious disaster can be resulted in by earthquake as a outburst public accident. As we know, earthquake forecasting has not been fully solved as a global scientific issue. However, prevention first and defense combined with salvation are kept on in China. So more efforts are needed to be enforced from forecasting before earthquake to immediate rescue after it in order to ultimately decrease damage resulted in by the earthquake ,and make passive acceptance into active measures ,then all loss are effectively decreased.In recent years, MIS are greatly used in many fields. It is very important if the MIS is applied for emergency treatment before the earthquake and after it. But the function is simple about damage evaluation and decision commanding in recent systems and requirements for new situations are not met.The paper deeply analyses characteristics of earthquake monitoring , forecasting and emergency treatment and concludes main factors for impacting the emergency option fore and after earthquake. Then analyze and design the emergency management information system for destructive earthquake based on designing the emergency option procedure fore and after earthquake. The system can be close to GIS without any clearance and automatically collect all kinds of data from other sources. It contains information collection, analysis put-head-together subsystem, emergency commanding decision subsystem, telcom & logistics subsystem and so on. At last test the system through simulating destructive earthquake according to the system analysis and design.
