A Research On Information System Strategic Planning Using Scenario Planning

Since the human race have entered the twenty-first century, the market competition becomes intense increasingly, and the information technology (IT) develops rapidly, this leads to the change of the competitive patterns and methods among the enterprises. So the enterprises begins to mainly depend on the informationization in order to strengthen their own competitive competence, furthermore, as the core content of the enterprise informationization is the construction of the information system (IS) , therefore the IS has become the focal point which the multitudinous enterprises pay attention to. The IS plays the pivotal role regarding to the enterprise strategy realization, the information system strategy (ISS) has already gradually become the important constituent of the enterprise strategy. As the scope that the IS involves increases unceasingly in enterprises, and the application procedures increase swiftly, carrying on the strategic planning before the IS development has become especially important.Passing through more than twenty years development, the traditional information system strategic planning (ISSP) methods have already tended to be mature, but as the IT unceasingly progresses and the development of enterprise speeds up, however, the traditional ISSP methods are very difficult to adapt the fast changed environment, thus expose some malpractices in the practice. How to make up the deficiencies of the traditional ISSP methods and effectively carry on the strategic planning to the IS has become the urgent problem of the current theory and enterprise. The propose of flexible planning thought has provided one kind of mentality for solving this problem, on this basis, unifying the scenario planning and the traditional methods to carry on the ISSP provides the concrete solution to this problem.Firstly, this thesis has conducted the research to the relations between the enterprise strategy and the enterprise ISS from the theoretical aspect, and has discovered the essential factors which influence enterprise ISS; Then, it has conducted the comparison research to the traditional ISSP methods from their characteristics, application scopes and so on aspects, and analyzed deficiencies of each planning method and their the combination plan, then proposed the flexible ISSP thought; Finally, synthesizing two aspects of the research above, it has used the scenario planning in the enterprise ISSP, proposed the application framework of the scenario planning applying in the ISSP, which provides an overall mentality for the future research.
