There are 49 experimental units throughout the country at present.Each unit has developed corresponding work on local generalization and development of digital TV according to respective reality.Basing on the consensus to "entire transform",these units have made some beneficial experiments and search on program resource developing,service type increasing,business organization construction,STB generalizing and financial gap filling and so on,and have got good effect in some units. But generally speaking,lack of program,block of policy and system,gap of capital and net uniting are several outstanding problems who restrict national digital TV development.Experimental units carried out digital TV generalization according to local reality,have welled up some typical operation modes.For instance,the core of Qingdao mode is "entire transform",STB have been send to users for free,and monty fare has been increased properly as more content and information service provided,this mode has made the important first step on national digital TV operation.Hangzhou take digital TV as family information terminal,information integrative platform of city.Besides traditional month fare,Hangzhou has paid more attention on exploiting varieties of alternating service,providing personal order program.If we say that Qingdao mode opened the door of digital TV entire transform,Hangzhou mode can be look as the future of digital TV development.To analyse domestic digital TV development synthetically,I believe that:In entire transform,to open up market as soon as possible,adopt the tactic to sending STB for free is the leading trend,it's a inevitable way for digital TV entire transform;in aspect of capital source,government should be a dominant status,broadcasting entity should act as main force.meanwhile,widely absorption of foreign capital should be paid more attention and self-hematopoiesis of digital TV industry should be excitated constantly;in digital TV industry in which "Content is The King",operator should enhance cooperation with social resource,deeply activate digital TV content market on the base of improving ability of program production of broadcasting itself.
