Along with the economic development, the hydrologic information prediction and water resource manage has been increasingly important in our daily life. The hydrologic telemetric system provides a large quantity of hydrologic information for the water resource Ministry, and greatly contributes to the society, especially in flood prediction and disaster defense. The structure of traditional hydrologic telemetric is mainly to pool hydrologic information into the information center, and the hydrologic information browsing and searching can only be done in the information center. The workers can't obtain the hydrologic information in time when they go on business or work in the open. This situation puts the workers at a disadvantage when they want to work anywhere or doing fieldwork. It is an urgent need for the water resource institution to have the searching hydrologic information while working outdoors.In order to solve the problem of locomotive hydrologic information searching, we made a survey about the demand of water conservancy, a research on embedded computer technology and mobile telecommunication tecknology, and the applications in the relative fields. We analysed the demand of hydrologic mobile terminal, and expanded the structure of hydrologic telemetric system.This pater is about the research about the application of AT89S8252, and the design of low power consuming measure station, the research about the application of DS80C320 and 89C2051, and the design of data receiver, the research about the WINDOWS programming of series port and network communication, and the design of the software of the center, the research about the Sitsang bourd based on PXA255, Embedded Linux, Embedded database SQLite, Embedded GUI Qt/Qtopia, file system Jffs2, the GPRS telecommunication technology, and the design of mobile terminal equipment upon the principle of low power consuming, low run fee, high dependability, and convenient to carry.We have established a feasibility platform for the mobile supervising the hydrologyc information through the theory and key tecknology analyzing and researching. Upon the expanding of the structure of hydrologic telemetric system and accomplishing the hydrologic information mobile terminal equipment, we established a system which can provide real-time hydrologic information observation and historic hydrologic information searching. It can improve efficiency of hydrologic information collecting, transmission, and analyzing, so that it provides information gurantee for the fieldwork, flood prediction and disaster defense.
