Design And Realize E-government Workflow System Based On J2EE

Workflow Management System (WfMS) is a computer-assisted instrument to achieve all or part of automatic workflow management function. According to specific norms, WfMS can not only improve the standardization of work, the rational allocation of personnel and resources, but also can supervise workflow and raise efficiency. As the core software component, workflow engine is very important in WfMS, which function include defining interpretation process, establishing examples and controlling over their implementations, deploying activities, adding work to working-tables, applying interfaces required by application procedures, providing oversight and management functions. Workflow implementation subsystems include more workflow engines, and different workflow collaborate through various joints.As a solution to help government works and realizes electron, paperless and information, e-government can greatly improve government efficiency and capability. Consist of chief workflow system and e-government Business Process Management (BPM), E-government workflow system can achieve automatic management of the flow's examination and approval, which it's core function. At the same time, by electronic workflow system, we can easily regulate business- operating procedures, examine functionaries' performance, supervise official business' process, enhance government's image and capability.On the basis of analyzing specific e-government characteristics, this paper designed and realized a workflow which geared to e-government application system, gave test and verification of function and pressure. The main contributions of this paper are as follows:1.Reference to WfMC (workflow Management Coalition) norms, proposed a workflow application -oriented e- government engine model; designed its MPDL (XML Process Definition Language) description; analyzed models with WF-Net (Workflow Net) to analyze.2.Designed workflow a engine's model of organization management and resources management, developed a workflow engine based on relational database. This workflow engine also can achieve the structure based on J2EE and orient to e-government workflow; in detail analyzed solutions to object-orient relational database design, data-lasting and transaction-processing; achieved the workflow engine's major functional modules, such as flow manager , flow navigator ,task list manager, application adaptor and so on.3. Provided a series of complete APIs (API sets) combining with e-government system, which can easily integrate with other systems. And application system developer can embed APIs in their application system to rapidly achieve workflow and shorten the development cycle.
