Nowadays the researches on the system of course arrangement are mainly limited in the traditional thinking, which takes the logical treatment according to every school's situation, but the system's general using and expansibility are poor. The traditional method can't form the knowledge of course arrangement goodly, but one of the important purposes of the development of the Semantic Web is to build a knowledge system that both men and machines can understand, which gives us a new researching thinking, using the technology of Semantic Web to form the knowledge and rules that the machines can understand and to reason automatically, therefore, realizes the system's intelligence and general using.The paper builds the system of automatic course arrangement based on Semantic Web technology in two aspects: first, using the thinking of ontology in the Semantic Web to resolve the problem of knowledge expression to realize the understanding and repeating use of knowledge, realizing general using and expansibility; second, improving the genetic algorithm to present the rule-based designing plan of course arrangement, and build the rules according to this, realizing the intelligence of the system of course arrangement.At last, the paper proposes the mode chart of the system of automatic course arrangement, resolving the problems existing in the traditional system of course arrangement and describing the realizing process in detail. The system describes the knowledge of course arrangement resource by the technology of Semantic Web, improves the Genetic Algorithm to build the rule-based reasoning mechanism, uses the Jess to reason, and realizes autoniatic course arrangement in computer.
