The city traditional economic developing pattern only emphasizes on how to realize the high speed development of economy, with no regard of the harmony between population, resource, environment and economy, society, etc, which results in a series of social problems such as resource wasting, environment deterioration, population blasting and unbalance of social development. And the pattern also slows down the developing speed because of these problems. The pattern of city sustainable development emphasizes on the harmony and equality of development, based on which people acquire good practical results. This paper mainly researches the applied problem of the city sustainable development based on the previous research theory of sustainable development.This paper briefly resumed the evolvement of city development view. Then, the theory and applied research actuality of city sustainable development were summarized. And the idea, content and methods were put forward.This paper indicated that the city sustainable development system was a kind of complex system. The instructional function of system science in the sustainable development was discussed. And the ideal of system theory, cybernetics and complex system theory were applied in the research of the city sustainable development system. Then it discussed the hiberarchy of the city sustainable development system and divided the system into five subsystems of population subsystem, resource subsystem, environment subsystem, economy subsystem and social subsystem. And it analyzed the subsystem composing and its content of the sustainable development system. This paper also discussed the closed loop controlling structure of the sustainable development system and brought the evaluation and adjustment of city sustainable development system into a whole system together with the development objective of the city sustainable development system.The basic theory of evaluating index and evaluating index system was studied. And the evaluating index system of city sustainable development system was studied. Based on the existing index system, an evaluating standard set which was suited for neural network method was constructed; combining the theory of neural network with the fuzzy set theory, a mathematic model of city sustainable development system evaluation based on the fuzzy neural network was established. Using this model, the sustainable development level of countrywide 31 provinces was evaluated synthetically. The result accorded with the fact, which validated the correctness of the evaluating model of the city sustainable development system and the rationality of the choice of the evaluating index and suggested that the evaluating of the city sustainable development system based on the method of fuzzy neural network was feasible.The adjustment mechanism and the basic adjustment policies of city sustainable development system were studied and a mathematic model of city sustainable development system adjustment using the method of neural network was established. Using this model, a simple adjustment simulation to a certain municipal was studied, and the result accorded with the fact.
