Image read was completed in the hardware circuit by using digital signal processor, digital image sensor OV7620 and image processor technique.The study of water meter numbers read includes three parts of water meter numbers acquisition,processing and indication. The system uses CMOS image sensor OV7620 to realize water meter dial numbers acquisition, Indicate water meter numbers in the LED directly, that is to say that the system realize image recognition by using hardware acquisition circuit. the water meter numbers equipment realizes "0" power dissipations, "0" power dissipations is not supply electricity to the water meter and communications network in the ordinary time, only supply electricity when read water meter numbers.In this paper, the soft and hardware design of water meter numbers read system base on digital signal processor is completed mainly, as well as making circuit diagram and debugging.
