The product TeleNav Track developed by TeleNav company is a system solution which aims at roadway transport industry. It brings forward a Location Based Service. This service make user company's mobile workforce be under controller all times. User can use this product to monitor mobile workforce at real time, make advance on traditional job schedule. It helps user to manage the resource in a more effective and flexible way, control risk and save cost. At the same time, this product has innovated several electric data template to convince the interaction between center and unit.This paper introduces briefly the C/S and B/S mixed system hierarchy and describes the client application running on mobile phone in detail. It includes product requirement analysis, framework design, detail design, implement and test as well as the problem with solution. This paper use Rational Unified Process(RUP) as development method and Unified Model Language(UML) as analysis-design describing language.Beside meeting the requirement of the product, this project also achieved the design and implement of structure that supports application transplanting between different platform. Then we work out client application of the TeleNav Track product on J2ME platform under this framework.Flowing issues have been solved in this paper:1. The market of this product is large and the requirement different from companies. In order to make it easy to assemble functions freely and extend the product feature, we introduced a static plug-in design as the framework of the application program. The paper also involves in the intern unified structure design of the subsystem.2. Our company harmer at mobile phone navigation service and related product. Our product should support all types mobile phone's platform, This paper introduces the analysis and design process of the cross platform framework on the basis of our experience of developing on several platform.3. As we know there are many restriction on mobile phone development, this paper involves some resolution we used in the develop process to optimize the application's performance.
