Multi-target localization and tracking technique catch people's attention in many scientific research fields. The breakthrough of this technique will have a great effect on sonar, radar, geologic prospecting, biomedicine engineering, many national defense and civil construction field and so on. Additionally, multi-target localization and tracking technique is the key technique needed by coast defense and ocean exploitation for the moment.At the beginning of the paper, underwater acoustic echo models used by homing system is expounded systematically from the requirements of signal detection, target identification and classification, parameter estimation and so on. Based on these models, narrow-band and wide-band multi-target and multi-parameter underwater acoustic echo model is then established. The method of controlling parameters of these acoustic echo is given, which is used in multi-target signal generator in water , tank experiment of multi-target tracking. The emulatipn method of continuous target bearing using discrete linear sensor array is proposed, whose effection is validated by computer simulation.According to the required features of multi-target and multi-parameter underwater acoustic echo simulation system, general design and software programming of signal generator are fulfilled. The main parameters of PCI2007C card and hardware design of multi-channel conditioner are introduced. Then, LabVIEW programming for the signal generator and conditioner are completed, where a method to avoid signal distortion is proposed. In the end, the performance of multi-target signal generator is tested.The block diagram and function of dynamic multi-target water tank experiment system are given by this paper. The central control software of the whole system and the other related software are completed. Lastly, having taken water tank experiment and analyzed experiment data, we validate the stabilization and correctness of the whole experiment system. It can provide experiment measure for research of multi-target localization and tracking, and promote further development in this research domain.
