Currently, the evolution of different kinds of network has not been completed. And all the networks are in their own management mode. From the point of view of telecommunication network venders, to protect their own investment and make best use of the network infrastructures, they should continually create new and useful services to intrigue their customers and get more profits. Thus, Enhanced Intelligent Network is studied to satisfy these requirements. Combined with the project, this work covers some key technologies of SCP in intelligent network and implements the service of universal personal communication (UPT for short).Based on the researches on INCM, intelligent network architecture and intelligent network interconnection schemes, this dissertation discusses some commonly used technologies of service quantity estimation. With some examples, this dissertation provides the results of the experiments on these methods. The fundamental idea of overload control method for SCP is discussed. And the state of arts and main algorithms are also analyzed. This dissertation puts forward a new overload control algorithm based on dynamic service ticket. Based on double-machine hot backup scheme and other software technologies, this dissertation provides the high-availability design scheme of SCP. A new service named UPT is implemented and it very useful in the future. Based on the NGL04 platform, this paper lists the test results which indicate that UPT is successfully implemented and its performance is suitable for commercial use.
