TETRA digital trunked system, characterized by good compatibility, openness, frequency utilance and security, has been more and more widely used. And the dispatcher system, as an important part of it, has also been greatly improved, due to the users'requirements.Geographic Information System (GIS) can represents the geographic information in visual form, and has the capabilities of geo-spatial analysis and processing. So the development of the dispatcher system embedded GIS can make dispatchers'work more convenient, and has great practical significance.This paper gives the designing and development of the dispatcher system embedded GIS over the TETRA digital trunked radio network. In addition, according to the users'requirements, the function of patching groups and the Recording System are also developed.GIS application is packed as an ActiveX EXE component, providing functions to the dispatcher application, while the events initiated by the GIS application will be delivered in the Socket form. At this point, GIS system is embedded in the dispatcher system. The function of patching groups is realized by combining multi-groups'members into one group. And the Recording System record the voice from the DXT, and the Recording Server, as a TCS client application, can obtains the data details of the group calls from TCS API.
