Along with the IP technology development, most operation companies have accepted the fact of Eeverything over IP and plan to build the second IP backbone network as the next generation Integrated Services loading network , aiming to support the profitability–based next generation loading platform, such as voice, data and video services.At present, China Netcom has already established a Broadband IP loading commercial experimental network for bearing services of Soft-Switch operations (signaling, voice), the large customer VPN, IPTV and 3G business. The first-phase project of the network has only covered the provincial cities. With the continuous growth in system demand of Soft-Switch and large customers VPN and so on, the coverage of IP loading network needs to be expanded . This article takes the construction of IP loading network which based on MPLS VPN of Jilin Netcom as an example, and discusses the network structure, route planning, QoS guarantee and MPLS VPN deployment of the telecommunication level MPLS VPN operation network from the engineering design perspective.This paper is divided into five chapters, and the structured is as follows: Chapter 1 is the introduction, focusing on the progress and technical features of MPLS VPN standards, and the arrangement of the paper contents.Chapter 2 analyses the network status and business demand of Jilin Netcom, including the present situation of China Netcom Broadband IP loading commercial experimental network, distribution of tandem area and the deployment of MPLS VPN.
