Delivery network is the basement of routing analysis and vehicle scheduling, which is significant in cost-cutting of distribution center. Nowadays study in construction of delivery network couldn't meet production enterprises and commercial enterprises' practical needs. This paper uses Graph Theory and GIS technology in expressing and constructing delivery network, and applys it to a GIS-based logistics distribution system.Firstly this paper studies on the development state of spatial topology study, VRP (Vechicle Routing Problems) and GIS-based Logistics Distribution System, investigates the key technology and problems to be solved. In the following part, considering the features of urban logistic distribution and practical application, this research focuses on the automation of construction of distribution network. It applies the technology of GIS (Geography Information System) to help us to express the urban roads net of goods delivery which is the basis of routing optimization. Considering the usual graph cannot meet the demand of the ample features, attributes and complexity of the road network, there appear node-link model combined with restriction table which can also describe the part transport restriction. And on the basis of matching principles, we match the customer location to the roads, and represent the real world objects in the spatial network. And then introduce a specified explanation of the ways and means step by step.After that, these rules were finally actualized with Visual Basic and MapInfo, MapX platform. The paper realized the storage and management of spatial and attributes database, proved its utility by representing the optimization model for vehicle routing, establishing the mathematics model and designing the arithmetic details, building the initial framework for logistics distribution routing optimization system, detailing the data integration and function integration.The result was finally used in a tobacco distribution company with a scale of 28000 customers.It can also be applicable in other cosmically distribution company with routing problems.
