Since the fast development of radio business and the increase of the society's requirement, the available radio frequency resource becomes more and more rarity. The electromagnetism's environment in the air becomes complex day by day, various radio jamming occur at every turn, so the tasks of the radio monitoring are heavier than before. We must improve the monitoring method so that we can order the radio in the air, raise the use efficiency of frequency and make use of the frequency resource better.In radio monitor system, there are a variety of communications interfaces correspond to more than one monitoring device usually. In the first project of "Shortwave Radio Monitoring System", the monitoring device is tied to its own communication interface. In other words, every monitoring device has one independent driver program. So if we want to upgrade monitoring system or alter the hardware, we must replace device driver program correspondingly. In that way, the task becomes more complicated because program codes can not be used repeatedly.To achieve the compatible of several monitoring devices and communicate interfaces, this paper proposes a design scheme for general devices driver of radio monitoring software. First, DLL is used to design device driver, so the data and the resource can be shared with different programs, and the upgrade and the module of the program will be more convenient.
