With the emergence of many new network applications and rapid expansion of the user, network congestion control has become an essential measure to guarantee the network working normally. Congestion control is completed by the layer of transmission and network. The transmission layer is mainly responsible for the work of end-to-end flow control, which dynamically speeds up or reduces the data transmitting speed. The network layer is mainly used for notify the end system of the working state of the network, which is completed by the active queue management algorithm of RED or ECN.This paper introduce the main congestion control strategies in transmission level and the queue management algorithms in the network level firstly, then introduce the active queue management algorithm of RED and the explicit congestion notification algorithm of ECN.RED and ECN is the rationale of this paper, the main work of which is research and improve the active queue management algorithm.As the information of the network congestion often transfers slowly, this paper gives a head signed congestion control algorithm based on ECN and priority. The algorithm makes use of the ECN and priority strategies. When the network needs to control the congestion, the signal will be delivered to the receiver at the fast speed, and was brought to the initiator by the acknowledgement frame. As a result, it can prevent the congestion happen, enhanced the network performance.The chapter of five raised the blindness of the active queue management for the length of the queue in network equipments is often unstable and its dangerousness was presented. By including the parameter of hope length of the queue and the adaptive mechanism, the problem was solved. Through keeping the length of the queue beside the aim length, it will utilize the resources effectively, and prevent losing more time in the transmitting process. The...
