The Development Of Computer Software System For Economic Evaluations Of Highway Construction

Economic evaluation of the highway construction project is an important part of project feasibility study. It is the foundation to approving the construction project and decision-making. Along with the rapid development of highway construction in our country,the economic evaluation of the highway construction project has gone over three stages from the exploration, the prevalence, to the improvement. For the sake of the further raising the level of the economic evaluation for highway engineering, on the one hand, it should continuously strengthen the study of economic evaluation theories and method; on the other hand, it should improve the application of the computer technology in the economic evaluation. The computer application of the economic evaluation of the highway construction project becomes more and more extensively because of the unceasing progress of computer application level. It can improve the abilities of the design research institations and the staff's efficiencies; It also can upgrade the level of our provincial highway construction project feasibility research.Based on economic evaluation methods and parameters of construction project (the 2nd edition) this paper introduces the concept of economic evaluation and describes the development of economic evaluation of the highway construction project by way of review from both domestic and overseasmaterials. It has introduced some basic concepts, such as, the traffic volume and shadow price. It carries on thorough analysis about basic evaluation index in the national economy evaluation and the financial evaluation, for example, the basic evaluation indexes are economic earning rate,economic NPV,the cost of economic benefits and economic investment payoff period in the national economy evaluation, and financial earning rate,financial NPV,the cost of financial benefits and financial investment payoff period in the financial evaluation. This paper also provides some of most practical traffic forecast methods underuse now contrast analysis among them.Be completing the research in theory, it has developed"the economic evaluation computer software system for highway construction project". The system integrates the"traffic forecast system", which was developed by Professor Li Shuo.At last, the paper introduced the applications and the functions of the system in detail.
