With the fast development of information technology and medical imaging technology, PACS (Picture Archiving and Communication Systems) based on DICOM standard is the important part of realizing medical image information management, it can digitize the data from the collection, display, storage, exchange and output of medical images. Digital Imaging and Communication in Medicine (DICOM) standard, which has been developed by ACR and NEMA, has been the international standard in medical image field, it provides an open data-exchange standard and makes it possible to unify the storage and communication of images produced by different equipments.Firstly, the thesis resumptively introduces the DICOM standard and information model, presents the common operations of medical images, like zoom, contrast, flip, pseudo color transformation. Secondly, the thesis analyses the formation and structure of DICOM file, to exchange with universal image format in practice occasions, like Bitmap format, the thesis develop a route to make convert between two types, and key realization code is presented.The thesis work over the integration between PACS and HIS/RIS, presents the model of the integration, and redesigned the workflow and interfaces, there are two models in PACS development and deployment, this thesis designed a PACS based on B/S model, B/S model is popular, but traditional B/S model's thin-client feature made system lack of functions, this thesis developed a Java Applet PACS viewer to avoid B/S shortcomings, which can parse DICOM file and display image in browser, however, can support common PACS functions like contrast, flip, zoom, etc.
