The Observation, mentioned in this paper is limited to the period before 1949(1946.9.1 — 1948.12.24). Chu Anping's Journalism ideologies in the Observation period are generally discussed here, with the great background of the development of press liberalism.Chu Anping was successful not in Journalism Theory but also in Journalism Practice. His Journalism ideologies in the Observation period were embodied by two aspects, financial independence and the conception of democracy, liberty, progress and rationality. To keep independence, he had not received financial support from government since its establishment. Two different measures were adopted to keep budget balance, which are taking effective measure to raise circulation and carrying out plans to sustain and gain more clients respectively.With the guidance of the conception of democracy, liberty, progress and rationality, Chu Anping commented the current affairs and politics, and expressed his thought on liberty. It covered different aspects on national affairs, such as criticism to Kuomintongm, attitudes to America, sympathy to students' activity. Also, it gathered the freedom clerisy to evaluate CCP and liberalism.As one of the most outstanding and most skilled thinker of liberty after Hu Shizhi, his ideologies of liberty plays an important role in the history of Journalism ideology of liberty. The Observation charged by him was an journal which claimed the spirit of "the third road" after 1940s. The tragic fate of Journalism ideologies of liberalism in our country is illustrated in the end.
