Publishing industry that is a major part in cultural industry plays a primordial role in spreading civilization and communicating and the progress of society and so on. In the last few years, there are many changes in the world and China has joined the WTO successfully. As the civil culture is being reformed and the innovation of publishing industry is put forward, the outer circumstances of publishing industry has also changed deeply. So how to change the old system and mechanism in order to adapt to new developmental request is a question that many state publishing companies need to resolve.This article is brought forward that aimed at the GanSu Cultural Publishing Company with the industrial reform of publishing industry in the background. It finds the location and existent state of the cultural publishing company throughout a whole publishing industry in the country by analyzing the macroscopically environment that has influence on the development of it. According this, the feasible layout of development will be established, so as to acclimatize itself to the request of development, which provides the developed reference to congener publishing companies.This article is divided into four parts by the strategy management in management science. First, by making an investigation on outer macroscopically and microcosmic environment, we can draw an analytic conclusion of outer surroundings. Second, labor the inter environment and give grades to superior and inferior factors. Then an analytic conclusion will be drawn. Third, by means of matrix to match the all kinds of factors, get the standby strategy that will be actualized. Afterwards, make choice of strategy with analysis and comparison. Last, the selected strategy is actualized and controlled. And then make an estimate of it.
