With increment of Space Application demand and the development of space science technology. Modern space missions consist of not only high level, high-precision satellite but also constellation which contains multi-satellite. Multi-satellite, multi-mission constellation always have a large number of end users ,the Observation plans which they bring forward are often numerous ,so there must be many conflict restriction in the request observation plans;if we make the constellation plans in the traditional way, the end users of satellite have to master specialized satellite and payload knowledge. Obviously, these situation have brought a big challenge for us when we make satellite plans.After the systematic study of the distributed software technology , software Agent technology and satellite planning & Scheduling technology, we mainly talk about the following aspects : (1) Researching on how to formalize the description of the satellite mission and how to model it. (2) Summarizing the conflict type of satellite observation plans and bringing forward an algorithm to solve this problem. (3) Modeling the individual Agent and designing the architecture of the planning & Scheduling system which is based on intelligence Agent and SOA idea.(4) Based on above ideas, we build a cooperative satellite planning system based on intelligent Agent to do some experiments.This paper mainly talk about two problems: theory research and realization of the prototype. In the first part, after studying the actuality and development trend of satellite planning&Scheduling system of the world we focus on discussing the key problems of the future satellite planning&Scheduling system. In the second part, we try to make a cooperative satellite planning system based on intelligent agent prototype to validate my research result.
