Mobile ad hoc network (MANET) is self-organizing networks that do not need a wired/wireless infrastructure and all nodes works equally with each other. Compared to cellular, MANET have a more wide range of applications such as disaster relief, because of the characters which networks have no centre nodes. Recently, many researchers pay more attention to MANET, and which become a hotspot.As the increasing of network data and the kinds of implementation, congestion of MANET have become a main problem of network, meanwhile the situation of nodes using battery power for energy becomes a new net-bottle of MANET. This paper resolve the congestion and energy question based the advantage of cluster architecture.We summarize the current main cluster architecture algorithm and simulate the congestion control method for MANET. And then, we propose a Congestion Avoidance Algorithm based on Hotspot-cluster (CAAH). We define hotspot-cluster and judged congested nodes by the cluster through the nodes' MAC delay or buffer occupancy and quickly searched an efficient path to avoid the congested node as to decrease load of congested node. Simulation results show that the routing algorithm which based on hotspot-cluster can satisfy the requirement of multi-level better, improve the end-to-end packet delivery ratio and assure the QoS. In the end, we perform the affection of the current power control strategies and the main research situation, and propose a Cluster-based Power Control Energy Saving Routing Algorithm (CPEA) which uses the pure proactive in density place and the others work with reactive protocol. This algorithm inherits advantage of both proactive routing and reactive routing protocol. Simulation studies show that this algorithm can outperform the purely proactive and purely reactive protocol to reduce network overhead and save energy saving, as well as to extend lifetime of networks.
