The documentation management of water resources and hydraulic engineeringhas two aspects: one can be considered as a normal office document;another one isthat it has engineering characteristics. It should be generated with the progress ofthe water resource and hydraulic engineering, and the classification of documents anddocument collecting scope should be analyzed case by case. In the meantime, thedatabase size will grow in large with the project phase, such as project initiation,project feasibility study, preliminary design, project bidding, project construction andproject completion. Also it has stage feature, ie varied construction phase hasdifferent documents serving for different purposes. Majority cases, the same topicmight have several sub-topics which will result in incoming and out coming filebelonged one topic. Hence, indexing the documents should be addressed in thesystem design.The paper studied how to design the document management system for waterresource and hydraulic engineering projects from the practical point of view. Thepurpose of having this kind of system is to reduce the labor cost and effectivelyimprove document management. The work focused on the requirement analysis andconceptual design.
