The developing of Geographic Information System (GIS) has always been accompanied by the demand of applied temporal information, and temporal featured GIS has also been highly concerned all the time. This essay first introduce the current trends of the GIS's developing, then gives some information of the concepts, functions and implementing methods of TGIS. According to the destined GIS's applied characters, the choice of data model has been made, as well as the designing of the database system. Then some processing of ComGIS developing and the structure of MapObjects are discussed, and based on which, some introducing of implementing methods of the fatal functions belongs to the destined GIS has been made, then comes the recapitulative statements of nearly all the modules. Finally the flaws of the system and some possible solving methods have been given. One of the fundamental enigmas and impediments in Temporal GIS (TGIS) theory research and practice is the implementing of the data model. After introducing some implementing methods of temporal data model, several typical strategies are compared, then one of them has been made choice according to the features of Lvshun tap water GIS. As to the temporal feature, some efforts have been made to make the readers understand the basic function of TGIS as a whole, with the statements of data structure function requirement, designing and implementing method in chapter 2, chapter 4, and chapter 5 accordingly. The destined system has not only the usual function of Non-Temporal GIS, but also some basic functions of TGIS like history tracing back etc. this essay has really dig out some easy ways of the general implementing methods of temporal featured GIS. Through some tests, this system turns out to be a efficient system with low redundancy and high tracing back proficiency.
