Satellite Positioning System (SPS) is being used more and more widely nowadays, both in military and in daily life. Except for Global Positioning System (GPS), another new system called Galileo, which was proposed by Europe Union (EU), is under development with the effort of more than ten countries of the world. Galileo consists of 30 satellites and it can work out the position within the precision of just one meter.This paper analyzes the unique Binary Offset Carrier (BOC) of Galileo, proposes a whole design of Galileo receiver, and gives simulation of every module. In this paper, local PN sequence and sub-carrier are united to estimate carrier frequency and code using Partial FFT. And Cross Product Automatic Frequency Control (CPAFC) and COSTAS loops work together to track carrier frequency and improved BOC self-correlation error curve is adopted to track BOC code. Such a Galileo receiver can demodulate the original satellite information in low SNR and high dynamic environment.
