According to the status quo of wireless network service and video monitor systems, a wireless scene image monitor system is proposed in this article based on Code Division Multiple Access (CDMA) or General Packet Radio Service (GPRS). The software development mainly has two sides: one for the server and the other for wireless terminal.This dissertation is devided into six chapters. In chapter 1, the development and status quo of video monitor system are introduced, and then the themes of this thesis are educed. In chapter 2, a radio scene image monitor system is proposed, whose system of server and architecture of hardware are also introduced. At last, the advantages and characteristics of the system is summed up. In chapter 3, the communication protocol between the server and radio terminals is given. The server software is also designed and implemented by an application of multithread mechanism. In chapter 4, the mobile multimedia mail system based on CDMA radio network is introduced and compared with Multimedia Messaging Service of China Mobile. The mobile multimedia mail's protocol criterion (U-IMAP) is introduced and then substituted by Simple Message Transfer Protocol (SMTP) and Multipurpose Internet Mail Extensions (MIME) to implement the mobile multimedia mail system. At last, hardware configuration of radio terminals is designed to implement the whole scene monitor system based on the mobile multimedia mail system. In chapter 5, the configuration, coding flow and operating mode of the JPEG files' communication format (JFIF version 1.02) are briefly introduced. The JPEG in radio terminals also has been implemented to save the cost. In the final chapter, the technical difficulties and the development trend of the radio scene image monitor system are indicated.
