MIS has become one of most important application field in IT, and with more and more demand in quality and quantity, it helps making great progress in economic. Although with several decades R&D history, it is still impossible to apply assembly line method in MIS development and attain satisfied system maintenance. That's due to the specialty of each business particularly some module that involves complicated processes. This paper focuses on such kind of module in MIS, and do research and try to set up a development model which can be easily used to model and maintain the system.After analysis and comparison of some popular formal techniques for state control, and being trimmed and extended its semantic in order to meet the requirement of MIS modeling, Petri net is selected as the basic description language of the new model because of its good representation in system modeling. And the new model PNOST is proposed with detailed definition of Object, State and Transition and reference to concept of object life cycle. Then we analyze characteristics of PNOST model in Petri net way and Object-Oriented way, which can benefit the maintenance of system.After discussing modeling principle and usage, some example systems are being applied in to demonstrate the satisfied modeling ability of PNOST model.We propose and design an application framework based on PNOST model, which is called state engine based table driven framework-SETDF. It consists of program and tables. The program structure is described in class diagram of UML, and O-S-T elements and control rule is represented as well. The tables, which support the program and control rule, are implemented by using the tables in relation database. This common framework would help to control and maintain system when building the application program structure.Finally we conclude and introduce the future development of PNOST model.
