Along with brisk development of television media in China, at this times oftelevision industry reform in China, establish a set of reasonable and scientific gamerule and phronetal system that could ensure the favorable development of thetelevision industry in China. Since 90's of last century, under the background ofdeveloping socialist market economy and adapting to the competition of internationalmarket, the broadcasting and television industry of Tianjin had been engaged in thisstorm of reform actively. From the establishment of Tianjin Broadcasting andTelevision Group to the separation of administration right and operation right from thegroup and the administration, and from the resource recombination of the televisionstation and the cable television station to the separation of program producing rightand broadcasting right, all these brought strong pulse of reform to us by the TianjinBroadcasting and Television Group.Through the study on the character, function and management system of thebroadcasting and television public media, this paper probes into the development ofthe broadcasting and television public media in Tianjin, current situation and issuesduring the reform execution, base on this situation, meticulously analyzed thedevelopment strategy of Tianjin Broadcasting and Television Group. And submitssome opinions to several issues with general character presented during thecollectivization and industrialization development of Tianjin and the state. I wish thatthrough this paper to bring some new ideas for the industrialization development ofthe Broadcasting and Television Group, and drive the broadcasting and televisionindustry for more advance, and exalt its core competition force continually.
