From 1950s, the communication between ship and bank on ChangJiang River has adopted the method of VHF radiophone and Morris telegraph. But using VHF radiophone, the bank has difficulty to find the ship while using Morris telegraph, the efficiency is lower, these lead to some problems such as it is hard to product and schedule the ship and can't salvage the ship in danger timely. In order to enhance its competition and improve its communication method, Changjian shipped enterprise must improve the quality of communication service at first.This paper's structure is below: firstly, after analysing the communication status of Rhine and Mississippi and researching the communication reality between ship and bank on ChangJiang River, we explained this paper's signification and possibility; after analysing the improvement method ,according to the user's demand, we put forward the principle to design the data communication system , furthermore, we confirm the structure of third class data communication center, we select and configure the distribution method for system's work frequency as well.Secondly, we research the hardware configuration and software implement for five functions in data communication system between ship and bank, namely alarm, dynamic monitor, broadcast, search and communication.At last, by using GPS,GIS and VHF radiophone technology, it combine the ship's dynamic monitor and security informationbroadcast together, thus we builds the network rudiment for data communication system between ship and bank on ChangJiang River, it initiates the achievement about trying on data communication system in China'river.
