3G network technique brings us new communication method. Mobile communications terminal carries the information conveniently. And the interactivity and participation of Web2.0 are brought into play. So people share their information by mobile phone frequently. In this paper, a mobile education platform for a school or training organization is discussed. It complements with traditional education and network education, so teachers and students can touch each other easily and quickly.With combination of handheld wireless equipment and software, people have a new way for learning which is called M-Learning (mobile-learning). Through the WAP technology, M-Learning is suitable for some courses in some special field, such as sending out public notice and in-time communication. But there are also many problems that prevent the development of M-Learning, e.g., screen is too small, storage ability is limited, problem-solving is slow, etc. So M-Learning may not replace the classroom and network education. The combination of several education models is the best way can exert their maximum value.According to the features of mobile education, the business feature and learning requirement of students are analyzed in the first place. Secondly the framework of education platform (Web Service+Mobile Client) and main functions are designed. Next, database and web servers are set up by IIS or Apache. And then, it makes a connection with server based on TCP/IP to do static page by XML. Finally any new data on notice, PM, project schedule and etc will get back as stream from education platform via mobile client ASAP.In this paper, status of mobile learning and basic elements of remote education platform are introduced firstly. Then basic elements of technique, education, and design base on mobile terminal are explained for remote education platform. And then Web Service for education platform and XML resource page are analyzed. The UI frame and content of remote education client for Blackberry device are constructed sequentially. Finally, an M-Learning system based on Blackberry platform using Netbeans, MIDP and Blackberry SDK is implemented.
