Resource conflict is a problem that project managers often encounter in their work,and it is one of the major facts that cause delay of projects. In integrated circuit design field is the same situation. This thesis analyzed the basic situation of schedule control in CSMC design service center , where the critical path scheduling is applied. After studying the problems occurred, we found the resource conflicts contribute the significant part of schedule delay.To solve these problems, CCM (critical chain method), basing on Theory of Constraints (TOC), is introduced. By re-arranging the schedules of 3 finished projects and comparing the results with the schedules using critical path method and real developing process, it is proved that CCM can arrange key resource appropriately, avoid resource conflict and make the schedule is more accurate to fit the real implementation process. Meantime, the application of the experience rule of 50% probability of accomplishment, along with more flexible reward police by human resource, that will encourage engineers to develop new technology to reduce the developing time of tasks and lead to more competitive projects period.
