The rapid development of computer network technology and application are changing the way people work and live,computer technology, automatic control, production and processing, quality control and many other developments in the field had a tremendous impact. The concept of monitoring and control instrumentation shift "software is the instrument" to "Network is the instrument", the development direction of modern measurement and control technology are network.Based on the constant temperature and humidity and the air enthalpy difference method of HVAC&R test platform, developed a inspecting and controlling system of HVAC&R testing platform based on WCF (Windows Communication Foundation).In order to develop the monitoring system, first , HVAC&R test platform through the development of monitoring systems, remote testing and technological development were also described, HVAC&R test platform for a common testing method were compared. The air enthalpy difference method used in Principle, working conditions, physical properties calculation methods were described in detail.Second, WCF-based test platform for HVAC&R system development environment described in detail, the system's overall architecture and system functions are complete design. Have been test-bed for HVAC&R system is mainly based on local implementation, the remote monitoring is lack of interoperability, security and scalability shortcomings, based on SOA (Service Oriented Architecture) design concepts, in the. NET platform using WCF technology, the development of the system, allowing the system can provide remote network services, not only to achieve remote monitoring and remote control function test, also provides Web service interfaces, makes the system security, interoperability, and scalability are significantly improved. In order to make the system not only has the remote monitoring function , but also has the advantages of the local automatic control system, the system architecture using B / S and C / S combination, monitoring system in the local host WCF Web Services. Application of WCF,. NET Framework 3.5, ASP.NET 3.5, IIS, SilverLight2.0 technologies such as the completion of the local monitoring systems, Web services, Web servers, database servers and browser clients Design and Implementation, system maintenance and security upgrades were discussed. Last, the WCF web services and browser client features run debug, the results with the actual needs. In order to analyze system test results to achieve the accuracy and reasonableness, in accordance with national standards of air conditioners cooling (heating) the amount of calculation method, cooling capacity to the test as an example, establishment of air-conditioner refrigerant computing model uncertainty, and carried out analysis of uncertainty sources. The various components of uncertainty were calculated, gives the standard uncertainty and expanded uncertainty.
