It is obvious that information service provides essential support for scientific innovation activities. In the face of new environment and changing information demands, the surest way to have public information service institutions grow strong is to provide innovative services to enhance information capacity and gain recognition and acknowledgement from scientific and technological innovation communities.Gansu province is a typical underdeveloped area in the country, but it pays special attention to scientific and technological innovation for a long time, and has been accumulated a good foundation. At present, there has been marked progress in building national science and technology infrastructure to facilitate resource sharing. Therefore, via ways of improving institutional structures and mechanisms, and fully mobilizing the enthusiasm of all sectors of society, it is entirely possible for information institutions in Gansu to organize and provide top services in support of inventive and innovative activities throughout the province.Based on analyzing the requirements and needs of building an innovative Gansu, tracking the development trend of information service, drawing on domestic and international experiences and practices, this thesis puts forward its operational suggestions and advices for carrying out strategic information services within the region. The whole thesis consists of four parts, which are organized as follows:The first part introduces the background, significance and current status of the study, proposes research ideas and methods. It also points out that information service is indispensible to construct an informationized and innovative country and regions.The second part briefly introduces basic concepts of information service, describes characteristics of information needs and behaviors within a changing information environment. Following these findings, the scope of this study is defined, which mainly focuses issues concerning information service model innovation in public information service institutions to serve scientific and technological innovation.In part three, the development of Gansu provincial science and technology platform, the contingent of information professionals, and current information demands of users in this region are investigated; existing problems and their causes are also explored.The last part brings forth a strategic information services framework for organizing and delivering high-level services within Gansu province. The framework suggests that these strategic information services should be initiated from two combined aspects of upgrading public information service platform and strengthening the contingent of information professionals.
