As a Namibian foreign student in Hua Zhong Normal University studying Communication, also working for the Namibian Ministry of Information and Communication Technology, the research will help the Namibian government and the NBCTV to develop its services.This research accesses the viability of effective information communication dissemination through indigenous language programming on the Namibian Broadcasting Cooperation Television (NBCTV). Namibia attained independence in 1990, during the apartheid regime the SWABC now renamed NBCTV was government controlled in order to serve the purpose of the colonial government. This study covers a number of concepts, which range from nation building, education, social, cultural, to indigenous linguistic maturity. For the study therefore, I will examine the NBC television programs from its inception to date, to see how this station have consciously or otherwise promoted or chocked the Indigenous languages and consequently culture, through their programs and I will also entail on suggestion for creating a separate channel within the NBC television to focus on the indigenous people of Namibia and their indigenous languages. Namibia has a low literacy rate, with English as the official language but with a total of 30 native or indigenous languages in 13 regions, demarcated after independence in 1990. The objective to disseminate information in a language understood by all no matter illiterate or not and that requires effective broadcasting or communication through indigenous languages. It is the objective of this research to demonstrate that indigenous language television programming is an effective art of information dissemination in a low dense populated country like Namibia and that brings harmony among the communities and nation building is achieved.
