With the increasing popularity of Internet and multimedia technology, in any type of education network techniques is becoming more and more useful. Due to the fast growing Internet and the huge amount of resources on it, deploying network teaching environment requires an open, easy to use, efficient and interactive network platform to be developed. This platform should be built based on WEB technology, streaming media technology, and network-based teaching theory. It provides a tool for teaching and study in the distant learning courses, and should always be able to open to and interactive between teachers and students. It is a good alternate option for those students not able to receive face to face education to learn through distant learning courses.As part of higher education, higher vocational education aims to provide the society with professionally trained students and thus requires the students to go to the manufacture factory to do interns. The open platform for vocational education can provide management of theory training courses, homework assignment and other necessary teaching contents.In this paper, a WEB-based Network studying platform is developed using the latest network technology like XML, J2EE and other information technology. It implemented an interactive online environment that students as the main users can easily learn under the instruction of teachers. Through this platform, students can finish every aspect of study activity like online study, team discussion, assistant answering, exercising and final exams; while teachers can easily distribute course resources, manage course contents, assign homework and perform online tests or exams. Overall this platform is a very good tool for both students and teachers in the distant learning courses.
