With the maturity of mobile communications technology and wide range of commercial networks, there is growing demand for wireless data services. Multi-service, higher data transmission rate requirements have become increasingly urgent. So, the next generation of communications technology and the evolution path has become spotlight. In order to stand an advantageous position, international and domestic organizations, various institutions have started a large number of projects and programs to research high-speed data transmission technology.3GPP (Third Generation Partnership Project) LTE (Long Term Evolution) project, is one of the most important projects for the next generation telecommunication, which directly facing the market for standards development and product realization research.Based on 3 GPP protocol, this paper studied the design and implementation difficulties for LTE-TDD system level simulation platform. This study is intended to develop a universal LTE system-level simulation platform of high reliability and high efficiency. For Functions, this study mainly researched below ones, "semi-static system level simulation method", "Channel Modeling", "Link to system level interface design", "Link adaptive technology design". The paper explain the technical difficulties for the design principles, design ideas and methods; For object-oriented design structure, this study mainly researched below ones, the rational abstract modeling simulation platform, how to improve the system scalability. Through the specific introduction of design of "scene initialization", "scheduling module" and "HARQ", object-oriented architecture design principles are proposed.In the study, it realized a semi-static LTE-TDD system level simulator. The Simulator using C++language and the Microsoft.Net framework, which provide XML file way and user interface to configure parameters settings and export statistical results in the excel file. Simulator modules include geographical topology, user business model, wrap-around, channel model, power control, SINR computation, adaptive modulation and coding, ICIC, HARQ, packet scheduling and so on. In addition to a complete, high efficiency, high scalability, high reliability, the simulator also has a visual user interface.Finally, the design of LTE-TDD system level simulator has been tested and validated. The simulation results of the simulation platform are similar with the results of other research institutions of 3GPP, which proves the correctness and reliability of the platform.
