Land Contracted Management Systems Based On WebGIS

From 2005 to 2010, No.1 Documents of the Central Committee of the Communist Party of China highlighted the effect and significance on informatization and information service in rural every year. In 2009, Chairman Hu Jintao explicitly proposed that" actively developing modern large-scale agriculture, construct reliable giant granary for out country" while inspecting Heilongjinag Province. Reclamation of Heilongjiang and land Agricultural attaches great importance to the agricultural informatization during constructing modern large-scale agriculture. Heilongjiang Land Reclamation Bureau Development and Reform Commission bring forward the construction project of Family Farm Management Information System based on WebGIS, Aims at strengthen management on family farms and controling on land contract business in reclamation, so as to improve the level and enhance the efficiency of management, promoting agricultural informatization development inreclamation, speed up the constructing progress of modern large-scale agriculturein reclamation.The system using B/S structure,using workflow engine, space data engine, Internet/Intranet,history review and other technology to achieve networking and multimedia in farm land information management. Supported by geographic information system platform and database system, construct information system platform combining family farm information of branch bureau, land resource management and land contract management, finalize efficiently integrateland resource, land contract business and land usage protection, achieve manage land resource and land contract graphically.The main functions include management of family farm information, management of land resource information, management of land contract business management, management of information central of crops, management of contract fee payment, management of agricultural subsidies and other business management functions. Using WebGIS technology to achieve adding,updating,deleting and moving of plot, the querying attributes of plot, random print and eagle vision of map, edge measure of plot and other functions. System provides information publish upon agricultural subsidies, contract fee payment, land contract,land information and other foundation data. in the mean time, the system has completed its information analysis function that representedby pie chart, histogram and line chart. Establish inquiry functions for various business management and back-stage management functions include user information registration, user information maintenance, authorization management etc. which existing in the back stage.This research filled a gap on family farm management in management business of land reclamation through development of the system, providing an opportunity for GIS in agricultural informatization. Meanwhile, during popularization and application of the system, strengthen management ability of the reclamation in family farm and land contract field, accelerate the development of the agricultural informatization, promote the construction step of modern large-scale agriculture, provide support for agricultural modernization construction in China.
