With the rapidly development of the Internet today, the World Wide Web has become the mainstream media that used for disseminating information, communicating and sharing information. There is no doubt that with the growing number of Web sites, the amount of information and the web sites'complex are increasing, resulting in information overloaded, but lack of knowledge. Currently, most of the web sites are structured and organized based on the web pages , that is the user must through a series of navigate pages to get to the page that they want to reach, so that it is not only wasting of time, but also bringing more unnecessary burdens to the server. If the sites could automatically learn the users'access patterns to improve its own organizational structure or forms, it will bring of great convenience to the user, which is called the adaptive sites.The purpose of adaptive site is to change the recommended pages and web site's organization in a timely manner based on user access patterns, so as to meet the users'needs of users quickly. Therefore, based on the idea of Data Mining and the achievement that predecessors has attained, the paper designs an adaptive site based on user access patterns from the perspective of theory and practice.Based on the Page Gather Algorithm, the paper introduces the Fuzzy Clustering Algorithm and Forward Backward Algorithm, and strives to present the highest quality, minimum number, and high accuracy pages links to users. To verify the effectiveness of the algorithms, the paper uses web logs as test data from Music Machine that Mike Perkowitz designed. At the end of the paper,it designs a adaptive website called"University Network"based on user access patterns and implements successfully. Base on development process, it details the system requirements, system design, database design, and system implementation. Experiments show that the algorithm can be applied to University Network.
