The convergence of three networks, as a trend of current medium development, which has been posted for more than ten years. However, the mergence of radio, television and telecommunication was slow due to the industry history, social system, as well as government policy. The independent operation and management of these three industries can't avoid interests frictions and disputes from each other. For years the prohibit of market access have hindered the development of media technology.Currently, government is striving to promote the fusion of radio, TV and telecommunication, which is definitely in accord with the national, industries and audiences' needs and interests. With the development of the convergence of three networks, the differences of the service provided by these three networks will disappear gradually. Each one would cover the other two's business, however, this doesn't mean that radio, TV and telecommunication can be replaced by each other. As the lead of the convergence of three networks development, radio, TV and telecommunication, will coexist for a long period, interacting and integrating as well. On the other hand, without threshold, the business of radio, TV and telecommunication will become convergent, they could provide more transmission network and receiving terminal than before, obviously, the content provided by the new technology will dazzle audience indeed. Under the supporting of new tech, IPTV, Mobile Hand-Set TV, IMTV will make a great progress. The audience market should be subdivide finely and finely since people have more and more choice and there will be more and more potential audience.In this "fusing" trend, TV, is facing a significant opportunity and challenge. The situation is hardly optimistic, traditional industry mode is unable to satisfy audience' multiple and individual requirements; scattered providers, backward management and lack of experience make it even worse. Therefore TV industry need to intensify transforming and integrating, strengthening cooperation with others, to seek a new growth point. Only in this way can TV industry occupy the first pace in the development of the convergence of three networks.
