With the continuous development of data communications technol-ogy, the capacity of access networks, core exchange networks and trans-mission networks increases rapidly. The increase of network bandwidth provides a good condition for the higher speed data services while video streaming service is one of the most important services. Video streaming service has three important feathers:continuous, real-time, time ordered. The development of high-speed basic transmission network provides the technology assurance of video streaming service development.Traditional internet services have a tolerance of existing defects in IP networks, but because of the continuous, real-time, time ordered feathers of video streaming services, these defects may cause the user experience a bad influence. Although the video streaming service is rapidly develop-ing all over the world and become a new revenue growth of telecom op-erators, the most important point for the service is how to ensure the per-formance of the video streaming service and protect the QoE (Quality of the customer experience).The network infrastructure, communication protocols and operational of the video streaming service are so complex that the telecom operators often meet difficulties during the work of net-work construction and maintenance. So there exists a requirement of the monitor system of the video streaming service.All the network management, testing, monitoring systems are based on data based on packet capture technology, so this paper focuses on packet capture technology. This paper studied the current mainstreaming packet capture technology including the structure and function of each technology by reading many literatures. Finally one of the packet capture technology which best meets the system requirement is selected. And the reference RFC4445 provided an available video streaming assessment in-dicator MDI to evaluate the performance of the video streaming. This paper combines the two points together, develops a video streaming mon-itor system.According to the experiment environment in the laboratory, we build a system testing environment to verify the video streaming monitor sys-tem.
