At present, CCTV (Closed Circuit Television) subsystem has become the important constituent of the VTS(Vessel Traffic Services) system. It bears real-time field monitoring and recording function. For some special waters and specific time, radar subsystem as detection way of target position and dynamic information means not only very low investment efficiency but also exists shortcoming of close detection failure. So in such waters and period of time, it's an urgent hope that the CCTV subsystem can improve even replace radar to complete traffic management functions through strengthening and perfecting its function.In view of the above requirements, this paper focus on target localization and tracking technology based on CCTV and achieve the research results:First, in order to get target's goal in the world coordinate system, a measurement method based on parallax binocular stereo is presented; this method converts the coordinates in the two image planes into the 3D-coordinate in the world coordinate system by positioning model; analysis the possible source of error and the position error through error transfer function.Secondly, the idea of the traffic management system based on CCTV is briefly described, and another key task (target tracking) to complete this idea is researched. According to the main steps of target tracking, the solutions of target estimating, standards of wave door's size and correlation technique in wave door are respectively put forward. In the wave of correlation processing parts, targets detection in wave door, target's feature extraction and target's matching are discussed in detail and the respective solutions are put forward.Finally, a series of simulation experiment are designed to obtain the area where error is beyond system accuracy requirements, to verify the accuracy of Kalman extrapolation and two-point extrapolation, to test the effectiveness of two-level matching algorithm.
